Passport Services

Parents whose child is born within the jurisdiction of the Consulate are eligible to apply for Birth registration in the Consulate. Please be advised that the application for the Registration of Birth for the newborn must be submitted within 01 year from the date of birth.

Applications for both the Registration of Birth and a Fresh Passport can be submitted simultaneously.

It is essential for both parents, along with the newborn child, to be present when submitting the applications for the registration of birth and the fresh passport of the newborn.

At least one parent must possess Indian nationality for the child to be eligible for registration as an Indian national. If either parent holds foreign nationality, they must provide a confirmation letter from the relevant authority of that country, indicating that the child does not possess a passport from that country.

PROCEDURE FOR SUBMITTING APPLICATIONS FOR REGISTRATION OF BIRTH AND A FRESH PASSPORT:

STEP-1. Apply online for Birth registration under Section 4(1) of the Citizenship Act, 1955 at https://indiancitizenshiponline.nic.in/initial?formcode=09 . Ensure that all information is provided accurately and upload the necessary documents, the appropriate size of the photograph, and clear signatures of both parents. Any discrepancies may result in delay/rejection of the application.

Apply online for a fresh passport at https://mportal.passportindia.gov.in/mission/ . Ensure that all information is provided accurately and upload the required documents (as specified below), the appropriate size (35mm x 45 mm) of the photograph (PHOTO GUIDELINES ) & a clear left-hand thumb impression of the child is mandatorily. Any discrepancies may lead to the delay/rejection of the application.

STEP-2. Schedule an appointment with the Consulate at https://www.cgihamburg.gov.in/get-appointment .

STEP-3. Present the required documents for Birth registration and the fresh passport at the Consulate during the scheduled appointment. The applicable fee (Birth Registration - € 21.00, Fresh passport - € 72.00) can be paid either in cash or via bank transfer. If payment is made through bank transfer, please ensure that the payment is completed two working days prior to your scheduled appointment.

REQUIRED DOCUMENTS FOR BIRTH REGISTRATION;

  • A printed copy of the completed online application form at https://indiancitizenshiponline.nic.in/initial?formcode=09 .
  • A self-attested photocopy of the Birth Certificate issued by the relevant local government authority (Certificates issued for Kindergeld, Elterngeld, or Schwangershaft should not be submitted).
  • Self-attested photocopies of the parents' passports, Marriage Certificate, and valid Visas/Aufenthaltstitels (Residence Permits).
  • A self-attested photocopy of the City Registration Certificate (Meldebescheinigung) reflecting the parents' current address.
  • A confirmation from the relevant authority/office of the concerned country indicating that the child does not possess any other nationality (applicable when one parent is a foreign national).
  • A completed Appendix-12 , required for children born outside of wedlock.
  • A completed Annexure-I , required for children born through surrogacy.
  • A duly filled UNDERTAKING signed by both parents.

REQUIRED DOCUMENTS FOR A NEW PASSPORT;

  • A printed version of the completed online application form available at https://mportal.passportindia.gov.in/mission/ .
  • 02 recent ICAO-compliant photographs of the applicant, measuring 35mm x 45mm. PHOTO GUIDELINES. The photograph must match the one uploaded online.
  • A copy of the Birth Certificate issued by the relevant local government authority (please refrain from submitting the certificate issued for Kindergeld, Elterngeld, or Schwangerschaft purposes).
  • Self-attested photocopies of the parents' passports, Marriage Certificate, and valid Visas/Aufenthaltstitels (Residence Permits).
  • A self-attested photocopy of the City Registration Certificate (Meldebescheinigung) reflecting the parents' current German address.
  • A duly completed Annexure-D .
  • A duly completed Annexure-C , if one parent does not provide consent.
  • A duly completed Appendix-12 , if the child was born outside of wedlock.
  • A duly completed Annexure-I , if the child was born through surrogacy.
  • Please complete the Name Split Affidavit if the child's name is to be split (Given name and Surname) compared to the birth certificate issued by the relevant local government authority.

Applicable Fee (Birth Registration - € 21.00, Fresh passport - € 72.00). Please ensure that the payment is made separately and attach proof of payment with the application if it was made via bank transfer. The applicant is requested to include their Name, ARN, and Passport Service Name when making the payment through bank transfer. If payment is made via bank transfer, please ensure it is completed 02 working days prior to your scheduled appointment. Payment can also be made in cash at the Consulate.

Optional: One A4 size pre-paid self-addressed envelope with postage stamps of € 4.45 (for registered post/Einschreiben) affixed to it for the return of the Birth Registration Certificate and Passport upon completion of the application process (if the applicant wishes to receive the documents by post).

Note: Please submit a separate set of documents for each service. If any additional documents are required based on the application, the applicant must provide them.

STEP-4. Track the progress of your passport application at https://mportal.passportindia.gov.in/mission/TrackApplication . Please note that there is no online tracking option available for Birth registration applications.

Once the status indicates "Applicant is requested to collect the passport from the counter at Indian Embassy/Consulate," the passport and the Birth Registration Certificate can be collected from the Consulate between 04:00 PM and 05:00 PM on any working day. It is advisable to check the List of holidays  prior to your visit to the Consulate.

If you have chosen the postal service, the documents will be dispatched to the address you provided upon completion of the process.

ADVISORY

  • Applicants are encouraged to meticulously complete all required information in the online form, as any discrepancies may lead to delays or rejection of the application.
  • The Tatkal passport service is not available at the Consulate.
  • Application submission timings are by appointment only (Please schedule your appointment using the link https://cgihamburg.gov.in/get-appointment ).
  • Applicants should refrain from making status inquiries via email or phone calls, as the status can be checked at https://mportal.passportindia.gov.in/mission/TrackApplication .
  • All documents pertaining to minors or newborns must be self-attested by both parents.

Indian citizens living within the jurisdiction of the Consulate, whose passport validity is less than one year, are eligible to apply for a passport re-issue at the Consulate.

PROCEDURE FOR SUBMITTING APPLICATIONS FOR RE-ISSUE OF PASSPORT DUE TO EXPIRATION:

STEP-1. Apply online for a fresh passport at https://mportal.passportindia.gov.in/mission/ .  Ensure that all information is provided accurately and upload the required documents (as specified below), the appropriate size (35mm x 45 mm) of the photograph (PHOTO GUIDELINES) & a clear signature (In case of minor applicant, left hand thumb impression of minor) mandatorily. Any discrepancies may lead to the delay/rejection of the application:

  • A self-attested photocopy of the front and last pages of the Passport (personal particular pages)
  • A self-attested photocopy of the valid Visa/Aufenthaltstitel of Germany (Residence Permit) belonging to the applicant.
  • A self-attested photocopy of the City Registration Certificate (Meldebescheinigung) reflecting your current address in Germany.
  • For applicants who are minors, copies of the passport and visa/Aufenthaltstitel of Germany (Residence Permit) of both parents are required. In cases where the parents are divorced or one parent has custody of the child, a court-issued divorce decree and copies of the passport and visa/Aufenthaltstitel (Residence Permit) of the parent who has custody must be provided.
  • For minor applicants, the duly completed Annexure-C or Annexure-D, as applicable, must be submitted.

DOCUMENTS AS APPLICABLE, IF ANY PERSONAL PARTICULAR CHANGE;

  • Duly filled and signed Affidavit for splitting of name and two public documents on the said name in case applicant intends to split his/her name.
  • Self-attested photocopies of Birth Certificate along with two public documents for verification in case spelling errors in previous passport.
  • A self-attested photocopy of valid proof of the new address in case of a change in address. Proof of Parents’ address is acceptable against applications of minors. (Acceptable Documents: Identity documents issued by concerned Indian government authority, Electricity bill, Water bill, Gas bill, Passbooks issued by Indian Banks, Rent agreement etc.)
  • Self-attested photocopies of Marriage Certificate issued by the concerned government authority and husband’s passport in case female spouse wishes to include her spouse surname after marriage.
  • Duly filled & signed Affidavit for Change in Appearance in case change in appearance.
  • A self-attested photocopy of divorce decree issued by the court in case female applicants wishes to going back to maiden name after divorce.
  • Self-attested photocopies of divorce decree issued by an Indian Court, Marriage Certificate issued by concerned government authority and spouse passport in case female applicants wishes to add their spouse surname after re-marriage.
  • A self-attested photocopy of death certificate of husband issued by government authority in case of death of husband and wishes to going back to maiden name.
  • Name Change. In case change of name, name change announcement published in two leading newspapers (one Indian and one German) - Original newspaper (with all the pages) to be submitted (Highlight the section where the name change appears) OR Publication in State Gazette (Indian State) - Original Gazette to be submitted (Highlight the section where the name change appears) OR State E-Gazette - Print the first page and the page where the name change appears AND self-attested copies of two identity documents now issued with the changed new name from the concerned government authority of India.

STEP-2. Schedule an appointment with the Consulate at https://www.cgihamburg.gov.in/get-appointment .

STEP-3. Present the required documents for re-issue of passport at the Consulate during the scheduled appointment. The applicable fee (please check under Bank Details and Fee Structure) can be paid either in cash or via bank transfer.  The applicant is requested to include their Name, ARN, and Passport Service Name when making the payment through bank transfer. If payment is made through bank transfer, please ensure that the payment is completed two working days prior to your scheduled appointment. Payment can also be made in cash at the Consulate.

  • A printed and signed version of the completed online application form available at https://mportal.passportindia.gov.in/mission/ (In case of minor applicant, left hand thumb impression of minor under the photo part and one of the parents has to sign at the end of application).
  • 02 recent ICAO-compliant photographs of the applicant, measuring 35mm x 45mm. PHOTO GUIDELINES. The photograph must match the one uploaded online.
  • The original Passport of the applicant along with 01 self-attested photocopy of the front and last pages of the Passport (personal particular pages). It is important to note that the original Passport is required; failure to provide it will result in the rejection of the application.
  • A self-attested photocopy of the valid Visa/Aufenthaltstitel of Germany (Residence Permit) belonging to the applicant.
  • A self-attested photocopy of the City Registration Certificate (Meldebescheinigung) reflecting your current address in Germany.
  • For applicants who are minors, copies of the passport and visa/Aufenthaltstitel of Germany (Residence Permit) of both parents are required. In cases where the parents are divorced or one parent has custody of the child, a court-issued divorce decree and copies of the passport and visa/Aufenthaltstitel (Residence Permit) of the parent who has custody must be provided.
  • For minor applicants, the duly completed Annexure-C or Annexure-D, as applicable, must be submitted.

Optional: One A4 size pre-paid self-addressed envelope with postage stamps of € 4.45 (for registered post/Einschreiben) affixed to it for the return of Passport upon completion of the application process (if the applicant wishes to receive the documents by post).  Please submit separate envelope for each service.

Note: If any additional documents are required based on the application, the applicant must provide them.

STEP-4. Track the progress of your passport application at https://mportal.passportindia.gov.in/mission/TrackApplication . 

Once the status indicates "Applicant is requested to collect the passport from the counter at Indian Embassy/Consulate," the passport can be collected from the Consulate between 04:00 PM and 05:00 PM on any working day (working days: Monday - Friday).  It is advisable to also check the Gazetted List of holidays prior to your visit to the Consulate.

  • Adult applicants may also send their application via Postal service (Address: Consular Section, Consulate General of India, Kohlhöfen 21, 20355 Hamburg). Applicant must submit his/her application in-person in the Consulate in case change in appearance.
  • Documents collection (in-person) timings: 04:00 PM to 05:00 PM (Walk-in. No appointment needed).

 

Re-issue of Passport - In lieu of Loss/Damage.

You may apply for this service in case your current passport is Lost/Damaged.

Documents Required:

  • Printed copy of the duly filled passport application form at https://mportal.passportindia.gov.in/mission/ . Applicant has to sign at appropriate places on the application. In case of minor applicant, left hand thumb impression of minor under the photo part and one of the parents has to sign at the end of application.
  • 02 recent ICAO complaint photographs. Photo pasted on the hard copy of the application and uploaded online should be the same. PHOTO GUIDELINES.
  • In case of lost passport, Police report in original, for the lost passport containing the passport number with full personal particulars and one self-attested photocopy of front and last page of the Passport (personal particulars pages).
  • In case of damaged passport, Original Passport of the applicant and one self-attested photocopy of front and last page of the Passport (personal information pages).
  • Self-attested photocopy of valid Visa/Aufenthaltstitel (Residence Permit) of the applicant. In case of Visa/Aufenthaltstitel (Residence Permit) also lost and photocopy is not available, a certificate from concerned authority, clearly stating the validity of applicant´s Visa / Residence Permit / Auftenthaltstitel, is to be submitted. This certificate can be obtained from Immigration Office (Landesamt für Einwanderung / LEA or Ausländerbehorde) of the city of residence.
  • Duly filled Annexure F .
  • A self-affidavit explaining the circumstances of loss /damaged passport.
  • Self-attested photocopy of City Registration Certificate (Meldebescheinigung) of your current German address.
  • In case of minor applicant, copies of passport and visa/ Aufenthaltstitel (Residence Permit) of both the parents. If parents are divorced or one of the parents has the custody of the child, divorce decree issued by the court and copies of passport and visa/ Aufenthaltstitel (Residence Permit) who has the custody of the child. Kindly note that foreign divorce judgments are not valid in India.
  • In case of minor applicant, duly filled Annexure C or Annexure D as applicable.
  • Applicable Fee (please checks under Bank details & Fee structure). Please attach the proof of payment with the application, if made through bank transfer. Applicant is requested to mention the Name, ARN and Passport Service Name while making the payment through bank transfer.
  • One A4 size pre-paid self-addressed envelope with postage stamps of Euro 4.45 (for registered post/Einschreiben) pasted on it to send your passport upon completion of application process (Optional- if the applicant wishes to receive the passport back by Post).

Note: Kindly note that the physical presence of the applicant is mandatory in this case. Postal applications will not be entertained in this case.

If any additional documents are required based on the application, the applicant have to provide the same.

Indian nationals who are on a short visit or transiting whose passport is lost / damaged and are returning to India can be issued an Emergency Certificate. An Emergency Certificate is a one-way travel document which authorizes an Indian national to enter India, is issued to those whose passport has been lost, stolen or damaged and to whom a new passport cannot be issued immediately.

Re-issue of Passport – Change of Personal Particulars.

You may apply for this service in case any changes in the personal particulars such as name change, splitting of name, adding of surname etc.

Documents Required:

  • Printed copy of the duly filled passport application form at https://mportal.passportindia.gov.in/mission/ . Applicant has to sign at appropriate places on the application. In case of minor applicant, left hand thumb impression of minor under the photo part and one of the parents has to sign at the end of application.
  • 02 recent ICAO complaint photographs. Photo pasted on the hard copy of the application and uploaded online should be the same. PHOTO GUIDELINES.
  • Original Passport of the applicant and one self-attested photocopy of front and last page of the Passport (personal information pages). Please note that original Passport is mandatory, otherwise the application will be rejected.
  • Self-attested photocopy of valid Visa/Aufenthaltstitel (Residence Permit) of the applicant.
  • Self-attested photocopy of City Registration Certificate (Meldebescheinigung) of your current German address.
  • Documents as applicable:
  • In case splitting of name, duly filled and signed Affidavit for splitting of name and two public documents on the said name.
  • In case previous passport has spelling errors, then applicant needs to submit two other Government documents, which can verify his/her identification.
  • In case of a change in address, applicants must attach one valid proof of the new address along with the application.
  • In case inclusion of husband’s surname, Marriage Certificate issued by government authorities and husband’s passport copy.
  • In case change of appearance, duly filled Affidavit for Change in Appearance.
  • In case of divorce and going back to maiden name, self-attested photocopy of divorce decree issued by an Indian court.
  • In case of re-marriage and adding of husband’s surname, self-attested photocopy of divorce decree issued by an Indian Court and Marriage Certificate issued by government authority.
  • In case of death of husband and wish to going back to maiden name, death certificate of husband issued by government authority.
